Power Plant
Zapdos
After obtaining all 16 badges head over to the Power Plant on Route 10 and you'll see Zapdos in the front to the left of the building, go up to it and press A. It'll attack you and it will be at Lv. 50. To catch it easily, get a Hypno near Level 45. Using a combination of attacks from other pokemon get it to the red HP. Then send out Hypno and use Hypnosis. Then with a few ultra balls you might get it.
