Routes 47 and 48 are two new routes connecting Cianwood City to the Safari Zone.

Buried Tower

The entrance to the Buried Tower (うずもれのとう), the home of Kyogre/Groudon/Rayquaza, is accessed by descending to the lowest (sea) level, surfing a bit, and using HM08 Rock Climb on a cliff. There is a hiker (confirm?) standing outside the cave. You need the Red, Blue, or Green Orb in order to enter.
